Parish Council Report
October 2010
At the September meeting of the Parish Council the following planning applications were considered:
PA 10/04262. Planet Park. Siting of 26 holiday static caravans and retention of six residential caravans (change of use from 55 touring units and ten static caravans previously permitted). The Council did not support this application.
PA10/04394. Trehannick Farm, S1 Teath. Construction of roofing over livestock gathering and feeding area to reduceamount of dirty water.
Council supported this application.
PA10/04737. 1, Hatherleigh Terrace, St Teath. Single storey extension. Council supporled this application.
PA 10/04632. 29A Westdown Road, Delabole. Retrospective application for the retention of land as curtilage to existing dwelling house and construction of greenhouse and animal shelters/shed. Council supported this application.
PA10/05372. Paradise Park, St Teath. Works to trees covered by TPO namely felling of 6 sycamore stems and 3 ash stems, thinning of overhang to favour better specimens and reduce overhang. Council supported this application.
PN04768. 17, Medrose Street, Delabole. Raise existing eaves and ridge of property to utilise rooms on first floor and install 2 no. first floor windows to rear. Council supported this application. CC Decision: Granted.
PA 10/04379. 15, Park Pennkarn, Delabole. Single storey extension. Council supported this application. CC Decision: Granted
PA 10/05369. 17, Park Pennkarn, Delabole. Rear extension to be used as lounge area. Councif supported this application.
PA 10/04315. Land east of Veil and, Veil Lane, Delabole. Construction of new dwelling and formation of new access onto highway. Council supported this application. CC Decision; Granted.
PA10/05079. 13, West Lane, Delabole. Construction of new cottage. Council supported this application.
Other Cornwall Council decisions received.

Quality Council.
It would be advantageous for your Parish Council to achieve 'Quality Status' between now and 2013. One requirement for this is that the clerk should hold the Society of Local Council Clerks Certificate. To this end I have started work on my 'portfolio of evidence'. The time suggested for completion of this course work is 80 to 100 hours so it should keep me out of mischief for most of my spare time over the coming months. As Cornwall Council is now looking to 'Devolve
Powers' ( a scheme by which some of the work around the Parish, currently being done by the Cornwall Council workforce, would be carried out by our own Contractor and funded by County Hall) it will be essential that this Council can prove it's ability to take on extra work and do it as well and hopefully better, than County.
Delabole Youth Council.
Some of the lads and lassies have been working very hard to raise funds for their BMX track. The Chairman of this committee, Cllr. Garry Boardman, has worked tirelessly to motivate and encourage these yongsters to wash cars, sell books and bric a brac, bag up wood chips, stack logs and deliver logs and wood chips to their customers. All this hard work, and believe me, it has sometimes been very hard work, has boosted their fund to more than £2100 now. We have
received some lovely donations from well wishers who want this project to succeed and to them we say a heartfelt thank you.
Mi Space is working with the Council to construct a small scale track such as those used by expert BMXers. It will not be ugly, noisy or an eyesore.
Wood Recycling.
I am sure you will be pleased to hear that SITA is again making firewood available from the skip at Bowithick. They tell me that they have found a market for the bulk of timber deposited at the tip, it will go to be 'chipped', but the guys at Bowithick will sift out any wood suitable for wood burners and deposit it in the SMALL skip for us to take away. Please don't try to remove wood from the large skip as it will be full of nails and bits of metal and health and safety will not allow the public to delve into big skips, I suppose they th ink we may all fall in and have to be sorted before wood
can go into chipper machine!
Seasonal Alert!
With so much rain now soaking us daily there is always a risk of rounding a corner only to f ind large quantities of mud on the road. Farmers do their best to avoid leaving too much mess in the road but inevitably some 'mud sticks' . Every cloud has a silver lining. If your car gets plastered you can always get the Delabole Youth Council members to wash it next time they are holding a car wash day at M&R Motors in Delabole, thereby adding to their BMX
Fund.
Plastic Milk Bottle Tops
I am currently talking to Cornwall Council, Waste and Recycling, to see if collection of MBT can be arranged. If a viable way can be found to collect and pass the tops on to a recycling depot we will be able to include our plastic tops in our recycling.
Remembrance Sunday.
This day will be marked on Sunday, November 14th this year at 2.30pm when we gather at Delabole War Memorial and then at Delabole Methodist Church. We will, of course, fly the Union Flag on Armistice Day and there will be a service at Delabole War Memorial at 11 am with Rev. Derryn Roberts. S1 Teath will remember the fallen by meeting at their War memorial for a short service at 10.45am on Sunday, 14 th and then go to the Methodist
Chapel for the morning service.
The November Parish Council meeting will be held on Monday, 15 th at St Teath Community Centre. 7pm.

CHAIRMAN’S ADDRESS
Welcome to all
1) CORNWALL COUNCIL
Was formed on 1 April 2009, abolishing NCDC and 5 other district councils.
Elections for 123 Cornwall councillors took place in June 2009 when Conservatives became the largest single party but without a majority, (sounds familiar). By forming a coalition with the Independents, they now have a working majority.
The transition from the former county council to a single (unitary) authority for Cornwall naturally meant a transitional period, exacerbated by control passing from the Liberal Democrats to the Conservatives.
Now that the transition period should be over it is to be expected that the Coalition administration will get to grips with running Cornwall and addressing its many problems.
2) LOCALISM
One of the tenets of the single authority is greater liaison and involvement between County and the Parishes. To this end Community Networks have been created to establish a formal link to achieve this. St Teath is in the Network centred on Camelford, comprising 3 Cornwall Councillors, 18 Parishes and other service providers, e.g. police, fire.
One of the principles of Localism will be to build local aspirations into programmes for Cornwall. There is a possibility that some county functions may be devolved to local parishes.
This will depend on councils demonstrating competence to take on more responsibilities. To attain a necessary level of competence St Teath Council will be striving to achieve Quality Council status. This will necessitate Parish Councillors and the Clerk undergoing quite extensive training and the Councillors undertaking greater involvement in the community.
We have started on this wider involvement with;
· Oil consortium now with over 200 members, being run by Jennifer Tidd, and her husband Dennis.
· Neighbourhood Watch being resurrected in St Teath by Jen Tidd, and in Delabole by Tricia Hicks.
· The Fun Club in St Teath (Grace Keat).
· Credit Union (Tricia Hicks)
· Greater communication with new notice boards, in Treligga and Treburgett, fuller parish council reports in Slate and Timepiece, and full coverage, including minutes, of council meetings on the villages’ websites.
3) PLANNING
Planning is the single most important, and possibly controversial, topic discussed at council meetings. Whilst we are not planning experts, we are required to come to a conclusion, within specific parameters, on planning applications. In an endeavour to be more savvy all planning applications are first considered by a planning sub-commttee which makes recommendations
to the full council. Should a councillor declare an interest in a planning application, e.g.
applicant a close friend, then that councillor cannot vote. Controversy arises when the conclusion reached by the Council is contrary to the decision made by Cornwall Council Planning. Sometimes it seems to us an application should be refused but Cornwall Council approve it, and occasionally vice versa. We do occasionally succeed in having a planning application refused, for example 2 houses among cottages in Water Lane. This demonstrated the value of contributions from residents
who lodged objections to the application. We are always happy to work with residents
positively, both to achieve an outcome or to oppose an application. Another aspect of planning is Enforcement. Recently we have involved the enforcement officers in situations in both Delabole and St Teath. Enforcement invariably arises when conditions placed on a planning approval are not being adhered to, or work is being undertaken which we believe should have planning consent. Emerging from our recent contacts with the enforcement officers is the large workload they have , such that they are unable to make regular inspections of approved works. They now look upon parish councils of being their local eyes, thereby being problems to their attention.
4) YOUNG PEOPLE
One of the aspirations in our Parish Plan is the provision of more facilities for youngsters in the parish. There is very little if anything for the older children, say 10 – 16 y.o. To address this situation we would like to set up a youth forum in Delabole.
5) DELABOLE CEMETARY
The saga of attempting to buy more land continues to rumble on, even though the landowner agreed some years ago to sell the plot in question. We have made an offer and are waiting for a response. We even referred this to the legal section of the old Cornwall County Council in March last year and are now pursuing with the new council. We are still waiting for a response.
6) HIGHWAYS
A perennial problem is speeding through both villages, even though the school children have carried out speed checks with PCSO Terry Groves. St Teath has a continuing problem with heavy lorries to the extent Dan Rogerson, MP, visited to see for himself.
7) ACKNOWLEDGEMENTS
Congratulations to John Lugg on being elected Cornwall Councillor for the St Teath Division. Welcome to new parish councillors Gary Boardman and Graham Aston Ian Henderson and Kym Reynolds left the Council for personal reasons. Regrettably Cllr Bill Arnall died last year. In March this year Jayne Stark, clerk for more than 20 years, died. My thanks to Terry Groves, our PCSO, for his advice and guidance. My thanks to all councillors for their contributions without whom little would get done. My thanks to Sue, our clerk, without whom nothing would get done

Parish Chairperson Retires
The chair of St.Teath Parish Council, Mrs. Patricia Molloy, recently announced her retirement:
she has been a member of the Council for twenty-four years and has held the position of Chair since 1991.
Members of the council who have worked with Mrs. Molloy
during her last term of office,held an informal social evening on
Thursday last at the Poldark Inn.
Ann Hopkins spoke for the Council and paid tribute to Tricia’s
outstanding service both to the Council and to the community. She said
that Tricia had conducted the Council meetings with wisdom,
diplomacy and gentleness. She had always been mindful that the parish
of St Teath had two wards and she ensured that those ‘below the
tree line’ in St Teath had equal consideration to the
larger community of Delabole.
Mrs Molloy had previously led the Council in persuading the
National Trust not to close the access to Tregardock Beach, negotiating
the acquisition of land for a village green in St. Teath
and recently planning the long awaited resurfacing of the
access to Delabole Cemetery , Vell Lane .
Ann made reference to Tricia’s apprenticeship: her
father, Ron Thomas, had been Clerk to the Council and she had thus
continued the family tradition of service to the community.
Mrs Molloy was presented with an ornamental tree, a selection of patio pots in full bloom and an indoor plant arrangement.
She thanked the councillors, saying how much she had enjoyed her terms
of office, and she wished the new Council well.
District and Parish Councillor, John Lugg, said Tricia would be missed immensely.
He thanked her for her long service and wished her a happy retirement,
with the opportunity to spend more time with her family.
Mrs Molloy continues to Chair the Board of Governors of
Delabole School and is the Senior Steward of Delabole Methodist Church
so it will not be tea and slippers just yet !
